You come to know that you have a serial killer for a neighbor though he's not been much of a trouble lately to you or to anybody.....and you suspect he's behaving himself, been contained for 12 years.... you can keep an eye on him, or you can expose him.... out of concern for your neighborhood, you expose him and try to prosecute him, and then do not or can not secure his jail sentence, what do you think he might do when he goes 'scott free'? I'd rather they send in a surgical team and take him out...if they fail, whats he gonna do - declare war on US?
