You can try and spin this any way you want. The fact remains that the Secretary has the ultimate operational authority and responsibility in the Department of Defense, and grumbles or not his orders are obeyed.

In the United States the military is always headed by civilians. There has never been a general officer appointed Secretary. It's against the law.
