I try to think of this situation in fairly simplistic terms. Example : If my neigbor's dog pooped in my yard frequently, and despite years of warnings etc, nothing changed, I would most likely call the pound and have the dog taken out of there.

More to the point,nothing happens without the threat of force.
Bashing Bush for the buildup that is necessary for your alternative to war to be relevant is unfair IMO.
