That's the only way a lasting reform can take place, the people have to want it bad enough to demand it. We can go in to almost any country and force change, but it would eventually be replaced by the status quo, or something worse if the citizens weren't 100% behind it. Look at the U.S., no one granted us freedom;we had to win it.
