Turkey wants 54 billion now--US only willing to cough up 44 billion.

We want to place 40,000 troops in Turkey for the Iraqi Invasion. So Turkey wants $1.35 million per soldier while we are offering $1.1 million. Hey, can we have a tiny fraction of that money to bail out state and local governments? Perhaps, only those which have bases for our soldiers.

We must be contemplating some great crime for us to offer such extravagant bribery.

That is why the whole point about UN endorsement is moot.. UN endorsements could be obtained through bribe, threat and blackmail.. No different then a typical lobbying effort in Washington.. It has nothing to do with right or wrong.. Just a straightforward what-do-I-get-out-of-this-if-I-agree-to-what-you-are-asking-me-to-do..

Also, enforcement of UN resolutions have been so selective and arbitrary, it is not even worth talking about.. After everything is said and done, don't forget, "Morality is on the side of heavier artillery" (quote attributed to Napolean).. FWIW..

Morality for sale

Building a coalition against Iraq is costly
