In announcing the war, Wilson went back on his election pledge of 1916 to keep the U.S. out of the war. He tried to justify his actions by describing the war as a righteous, progressive crusade. He condemned German U-boat attacks as "warfare against mankind" and he celebrated American goals as idealistic: "The world must be made safe for Democracy." He promised that the U.S. would fight to ensure democracy, self-government, the rights and liberties of small nations, and an international peace organization that would end war forever.
