Although 1 is in doubt and is pretty much in selective parts of the country, 3 is happening and in some fashion 2, in terms of schooling related activities as well as rebuilding.. Most of the 2, 3 at this point seems to be charitable foundations as well as limited foreign aids.. One of the more committed group in that sense is akdn.org

Have not really seen much in the way of what US is doing in this area..

I'd think most would agree that the country hit rock bottom with the Taliban, and there isn't going to be another surrogate war against the USSR to send things spinning into chaos like that.

I've seen a few specials on the country in the past year, one recently on a French TV channel, and it really looks like the slow process of reconstruction is actually going on.

I think it's difficult to overestimate the harm that was done to the country by being in the middle of the cold war power struggle. Before the Soviet instrumented coups d'état in the 70's, the country was undergoing modernization, photos of the era show women out in Kabul in western dress, there was even a functioning university in the city. In short, not the poster boy for religious fanaticism.

Hopefully someone can put a bullet in Gulbuddin Hekmatyar's head before he causes too much disorder, he has a fair amount of money from his drug running and is going to be one of the many thorns in the side of those trying to rebuild the country.
