Rumor has it that a caucus was held at a meeting of the international and that caucus became a committee chartered to explore ways to keep democratic voter participation at or above the 93% level within particular voter blocks. The convicted felons and inmates idea was floated by members of the committee in a way that would guarantee that another 4% could be added to the roles if prisoners were allowed to vote from their cell blocks.

IMO the idea wont get far because of the nature of the cell block voter serving a sentence, if these votes were permitted, these voters might offer their votes for sale to the highest bidder, recognizing that the budget to buy this new voting block might escalate rapidly, da party has temporarily tabled the idea until they can study whether or not a mechanism could be put in place to value the vote and how to administer the payments without taking away from those working on legitimate vote fraud in the general population.

The Legitimate vote fraud committee, which is organized around long term party cadres and deep inside county beaurocrats were unwilling to have their own share of the rising pie cut just to add this new group who could not be controlled predictably beyond an original voting cycle.

It is estimated that voter fraud budgets would be raised at just below 15% for 2004, this is above the historical average, but just short of what the cadres requested.
