Only he knows that. But, if he did something in response, that is clearly an act of war, then it would go a long way toward solidifying our coalition.

We could justify bombing palaces, as "enforcing disarmament and inspections". There is a global consensus in favor of inspections, disarmanent, and abiding by previous agreements. There is no global consensus in favor of "regime change".
