I think what he was referring to is that the FCC said something along the lines of fiber to the home will be exempt from the line sharing requirements that are hurting the RBOCs as far as regular phone services are concerned. Thus the RBOCs have an incentive to spend on fiber to the home because they don't need to lease those connections to competitors. Presumably JDSU would benefit if the RBOCs increase spending on fiber to the home.

However, JDSU is leveraged to long haul fiber optics (transport in the core of the network). And I don't know of any telecom companies that are aggressively pursuing fiber to the home.
