And Saddam now occupies what country to make him on par with the Hitler of the late 1930's?

A preemptive attack translates into an invasion of a country before that country has commenced aggressive acts toward another sovereign state...............Iraq has not invaded any country in over 10 years. They have been contained within their borders.
