Speculation is futile. One does not know what will/will not work until one tries it. What one calls "Gandhis tactics" was in reality a front for the desire of many million Indians to live free. Without that desire from the masses the "Gandhi tactics" would not have worked.

On a different note, time will tell if the Iraqi people have a similar desire or not, regardless of US/UN actions.
