XYZ, That was my first thought. Tax revenues missed by a long shot last year putting 2/3 of the states in deep trouble. My bet is that since the bull market was just around the corner that estimates were kept high for 2003 for both income and sales taxes.

We should be seeing new casinos and lotteries popping up everywhere.

and consider that the states have had a literal "windfall" of sales tax receipts due to the surge in auto sales that came after 9/11 with the zero interest promotions...

that and other big ticket items purchases that came from cash out re-fi purchases.

you have to wonder how much less worse the sales tax revenue receipts would have been without otherwise.
