That's ridiculous. Many of the Canadian trusts list on US Pink Sheets. I buy them right into my IRA with Quick and Reilly. You have to check the currency exchange and you have to set limit orders carefull because trading is very thin--and you seem to have to pay a little more than the going Toronto quote. But I just bought a bunch of COS.UN (pink sheets COSWF). Go to the Pink Sheets site and use a search to get your symbol (you probably won't get a good quote). Go to the Toronto for a quote and calculate the current value yourself.

Fidelity lets me buy AVN.to in IRA accounts.

Schwab lets me buy with just a phone call to a knowledgeable foreign stock person, Mike Walsh I think.

By the way I can also buy put and call options in my Fido IRA.

You can buy these trusts using IRA money At Waterhouse--I have done so. You don't have to transfer the entire account to the Canadian side. Just enough to open an account there. It does cost me about $50 a trade.

I have bought 4 trusts though TD. You can buy the trusts traded on the USA exchanges online and just pay the regular commission. ERF on NYSE, NCN on Amex, and PWI on NYSE. For Shiningbank I had to use the Canadian side of the house.
