Yes, VIX was introduced at that later time, but there have been studies done that extrapolate VIX values for earlier times, such as estimates of VIX equivalently being over 100 following the Black Monday (1987) crash. I read somewhere the peak value calculated for that crash would have been VIX at 150. The DOW crashed over 500 pts, representing a 22.6% fall. Naked put and call writing were blamed for the acceleration of the crash.
