Red tape is one to way phrase it. Excessive bribes to set up a manufacturing center is how it was explained to me. There's bribery in China but there's also a greater desire and push by the government to set up manufacturing than in India. The way it was explained to me in India you can rent an office space and no bureaucrat will know if you've hired 1, 5, 100 people unless they come to take a look. But set up a factory and this gets more attention. This is basically verbatim how it was explained to me by a friend of mine from India.
