WASHINGTON (Reuters) - President Bush said on Tuesday "full disarmament" by Iraq is needed to avert war and expressed hope for U.N. approval of a new resolution paving the way for war, but said such a resolution was not necessary.
Asked what it would take to avert a war, Bush told reporters that full disarmament was needed. "Saddam hasn't disarmed," Bush said. "It's now time for him to fully disarm."

He said he hoped for U.N. Security Council approval of a war-authorizing resolution introduced by the United States, Britain and Spain. However, he said, "I don't believe we need a second resolution."
