Well not really. You see, one's a thought or opinion of an individual and the other is a decision and action by a government. Other than that, you were close.

Really? Perhaps not as small a step as deciding to attempt to stifle the protestations of those who protest those who protest on behalf of those who kill anyone who may ever even consider protesting in Iraq.
