Consumer confidence plunged again in February, falling to a fresh nine-year low, the Conference Board said Tuesday. The consumer confidence index fell to 64.0 in February from a revised 78.8 in January, the board said. It was the biggest drop in confidence since just after 9/11. "Lackluster job and financial markets, rising fuel costs, and the increasing threat of war and terrorism appear to have taken a toll on consumers," said Lynn Franco, head of the board's consumer research center. The present situation index sank to 61.6 in February from 75.3 in January, also a nine-year low. The expectations index plunged to 65.6 from 81.1, a 10-year low.
