It is my understanding EVERY President has attempted to get that through and in EVERY CASE its SHOT DOWN by Congress that wants to PAD THEIR PRECINCTS WITH PORK. jdn

We can thank Clinton for one thing. When he came up with all his phony programs, the purpose was clear. He needed props for his SOTU speeches. Therefore they'd only cost a few hundred million each. Clinton knew they were just PR props and funded them appropriately.

OTOH Bush seems to think things like his $15 billion African AIDS initiative will have an impact. Somebody must disabuse him!
