Any change in scenario may be crucial. After all, if the authorities are behind the neighbors, then I am in fact contemplating defiance of the law, which changes things morally and pragmatically. If the bully can make things hard on me legally, it may not be worth going man to man. However, my conscience, which includes the consideration of consequences, will prevail. To put it another way: we want people to act responsibly, which means that they have a high degree of respect for society and authority. However, it does not mean that there is absolute conformity, insofar as one has independent knowledge of facts, or a unique stake in a matter, or one detects a problem in the application of principle to a particular case.......
