PR is just one fundamental brick in the whole building, to use some ill-defined words.

however, PR absolutly leads to a multiparty system, many parties in the "house" or "parliement",
the issue of "representation".

however, however, then comes a lot of other mechanisms, like

- how is a "government" or "adminsitration" formed (handling the daily business with elections every afternoon)
- any "upper house", balancing the possibility of the "wild monkey house" as above
- prime minister, administration, what powers, elected by what, kicked out through what mechnism
- president, elected by all of the population, what kind of elections

constitutions, detailed or just "interpreted by some court", like in USA, easy to change or
almost impossible, etc,etc (which goes into the supremes as well as the judges of USA)

And when returning back to the elections, that funny issue of "campaign financing", one dollar - one vote
or something else??

Bottom line, back to the 1700s, the "enlightned masses", which system(s) produce a knowledgable
citizen, usually through a "function basic eduaction" and "adult education though the media"..
