Both 'pork' (spending of tax money already collected in favor of some special interest project with low utility for most of us), and 'special tax preferences', i.e., 'loopholes' (giving special, narrowly-crafted benefits in the tax codes to benefit particular groups... again, usually without benefits to most of us) are two sides of the exact same thing:

Corruption of what should be a fair tax system that does not replace Free Market economic incentives with the choices of corrupt, 'bought and paid for' Washington politicians and bureaucrats.

Twin sides of exactly the same problem!
