The $95 billion figure -- including money the State Department would use to compensate Turkey and other allies hurt by a war

With USD 30 bn destined for Turkey, it looks like this figure (including "Conflict, one-year reconstruction and aid to affected countries") will be much higher than the stated USD 95 bn, especially considering that the Iraqi oil fields will probably not be producing anything near optimal capacity before about a year of renovation & investments.
