unable to move congress? I think Bush, under the guidance of Rove, will try to break this and any future filibusters by creating new crisis that demand immediate attention. It could be a return of anthrax, snipers, who knows. The point is that he doesn't even have to manufacture the crisis, he just needs to wait for one of the many events that happen and then hype it into a crisis while making sure that Ashcroft's fources don't stop it too quickly so it has a chance to really take off.
