The applied management is furious with Bush's policies, they haven't gotten an asian order in months ever since the war rhetoric and "we're going it alone yee haw".. sent Korea into a tizzy. They were down to bare bones and had a major restructuring a few months ago which was supposed to be the last layoff for the next upcycle, this left them with 50% employees from the peak. They restructured the company carefully and removed a bunch of middle management (directors etc)- and implemented some indian IT outsourcing. Next thing you know... its war in iraq and Asia as a market fell off a cliff. They announced 2 more weeklong shutdowns in Feb and Mar and another 10% layoff (which they don't want to do because it will leave them unprepared if things do pickup)... and during these little breakout sessions I know of at least 2 where the management was openly blaming Bush policies for the depression in semis.

Now, poof Morgan is advising on international trade. My take- he went to the WH and was very pissed off and this was the result. No way to know of course. Doesn't matter though, Bush is toast as far as SV is concerned in 04, executives think he drove a stake into the industry.
