Just to lay to rest the myth that the Federal reserve is a gov agency check the url of one of the fed sites ie:http://www.ny.frb.org/
its NOT . gov

The federal reserve is no more "federal" than Fedex.

quite honestly i don't know enough about the composition of the CB and it's charter to answer your question

LPS5 could probably help you out.

but there is no question in my mind that being a quasi governmental agency the CB does not have "immunity" from private shareholder interests.

just look at how they handled (intervened) Long Term Capital..a private entity.
