Yes, of course. I was also surprised that we didn't do anything to prevent the invasion of Kuwait or didn't try to dispose of Saddam once the war was under way. But, apparently they were afraid of what might happen if we did get rid of Saddam. An unstable Iraq might have led to kaos and even an invasion by Iran. I'm sure it was also helpful for the defense establishment to keep the bogey-man Saddam in power so they could ensure high levels of defense spending for years to come. Oh the joy!
