the two sets you've mention differ radically.
No, either the well thought out ideas are timeless, or they must be considered in their context. Most of the founders laws were caught up in slavery, and catering to male property owners, and endless land supplies. Those ruminitions have changed much more due to local circumstances than international statecraft.
