It's the tendency to get funded no matter what the outcome.

More to the point, the bigger the failure, the bigger the increase in funding. The difference between private enterprise and government programs is that if private enterprises fail, they're gone. If a government program fails, legislators throw more money at it. The reason government programs fail always gets explained as a lack of sufficient funding!
