That would depend upon which definition of spy one is using to define spy. ONe definition of spying is to look at someone or something. Another is to find out military secrets, for the purpose of giving them to ones enemies. I would argue that, the inspectors are following the first definition, and Garfanlo is accusing the inspectors of spying, as in giving the US their military secrets. And I would suggest that, if the peaceniks want to claim that the inspectors are spies, in the military sense, then there is no rational to think the inspection process will ever work, because they will always be thought of as hostile spies; not someone to be cooperated with.
