EIA report indicates that the Producing Region NG storage is only 44% of 2002 level. (East Region is 47% of last year, while West is 90% of last year's storage).

Is this why TX is short NG and electricity?

Stocks were 981 bcf less than last year at this time and 602 bcf below the 5-year average.
