i think the goal is political protection.

after 9/11 there was criticism of the admin for not "warning" the american public as there was increased chatter which was not properly assimilated within and between the various governmental agencies (cia, ins, fbi)

which ultimately led to the creation of the new agency homeland security.

the alert levels flow from the desire to allow public awareness that somebody is actually "minding the store".

something most americans previously just assumed.

it appears to be quite counterproductive.

because if it "works" it has to be demonstrated by a tangible intervention AND prevention of an attack...

if the goal is to prevent terrorist attacks and let's say the "orange" level worked, should we not always at the "orange" level?
