If we outsource the technology jobs to India (and H1-b the domestic stuff) and move all the manufacturing to China, what does America do?

I wonder if he's referring to illegal immigration. SS has models on liberal legal and liberal illegal immigration, and how these affect the amount of time till SS cash flow turns red.
