I think you raised a very good point and example in speculating the likely situation in post Saddam time.

Different nation or region have different backgrounds in culture, social history, religions, geology, economical conditions and character of the group of the people, etc. A political system of a particular nation or region(ditatorship or not) is the evolving result of the conditions above. Oftentimes, people in a country, especially in Chaos time or in a backward country, find themselves worse off or much worse off without a strong dictator governing the country.

Not a Saddam or dictator supporter but just observing our way of life.
