after thousands of years of human life (better late than never), that it is time to resolve all conflicts through diplomacy and not war and human bloodshed

and that diplomacy can only be effective if there is an ACTUAL, UNIFIED THREAT of repercussion from not adhering to this policy

EVERY human conflict can be resolved peacefully if the parties act in good faith
