I dont believe there was a 9-11 conspiracy but negligence for sure. Bush's first 9 months in office the only thing he seemed to care about in terms of defense was SDI, a program worthless against terrorism as we know it. Meanwhile he'd been warned many times about domestic attacks, and he had reportedly told the FBI "hands off" the Saudis and his Dad had been doing business with the Bin Laudens through Carlyle Group. Add in how the Bin Lauden family was spirited out of the country on 9-11 without interrogation and yes, it stinks. Funny the media rarely covers such stories in this country.
