Now that you point it out, bush has demonstrated these qualities....after all he did call someone with nukes an intelligent name like pigmy with a very pragmatic purpose in mind to achieve a measured response. All this of course under the informed opinion that provocation and namecalling are thoughtful substitutes for world level diplomacy.
