Yes, James: 1) This is admittedly weak but in the event of the use of force I would bombard the radio and tv airwaves (and litter the country with pamphlets) warning that an attack was imminent and urging immediate evacuation of all possible military target areas. This notice should be relatively short to limit Hussein's ability to use his own citizens as hostages and shields or to move targets. Any occupying forces should immediately offer sanctuary to civilians and military personnel willing to surrender immediately. That's a start, anyway...
