It is static, temporarily bolstering the position of the French/Germans/Russians about letting inspections work. The problem is that none of it would happen without desperation about the buildup in the Gulf, and fear that Bush will launch any day now. We cannot indefinitely sustain such a posture to wrest concessions piecemeal from Saddam. I think the American people will catch on soon enough.....
