BBC reports that the administration says it appears to be a problem of semantics. The "semantics" quote was actually attributed to Angelo Reyes, the Philippine defense minister. Semantics are doubtless part of the problem, but in my experience, when two officials make completely incompatible statements on an issue, there's a bit more to it than semantics. Damage control is obviously in full swing. I think everybody involved has better things to do than controlling self-inflicted damage, but so it goes....
