Not nearly as much enthusiasm for a democratic afghanistan as for a democratic Iraq, but then afghanistan is a piss poor country without oil. About the only bubble during clinton years was in the dot com area, the economy could have weathered that with out going into a recession.
Bush and Cheney played it up as a downturn in the economy while campaigning so they could get support for election and for their tax cut agenda.
Presidents set the country's agenda, the instill or don't instill confidence. Clinton did, Bush doesn't. Hence Businesses stopped all cap. ex. driving the recession.
