It all makes perfect sense if you really, really want a war. The PNAC people have been working on this one for a long, long time. A question for debate: Which would make the UN more irrelevant, voting against W's war-on-schedule or rubber-stamping it to give Tony Blair a tiny bit of political cover? Hard to say, maybe the PNAC people would actually prefer a vote against it so they'd have yet another thing to wax indignant about. Not that there's ever any shortage there.
