If Saddam doesn't have WMD's, he has no reason not to comply fully with the UN resolutions by telling what happened to them. (You don't have to take my word for the claim he hasn't fully complied. Blix has testified so.) And he has many big reasons to so comply. Compliance would bring an end to sanctions, no-fly zones, etc. The fact that Saddam has foregone hundreds of billions of revenues is pretty funny.
