Of course it is. The only viable case Bush had is what he's already accomplished: to get the inspection process and a containment of Saddam Hussein in effect. What he's forgotten to do is declare the victory he already attained. He should have made a statement that most of his military presence would be replaced by UN forces; he should have made a statement toward easing the sanctions against Iraq and then should have gone on to concentrate on more important, much more serious, matters such as North Korea, OBL and, of course, the US economy.
