During the last Iraqi war, Bush Sr. promised all kinds of help to Turkey without drawing up a formal agreement, and then reneged. Do you have a credible link reflecting Bush Sr. having promised "all kinds of help" and then not following up? Turkey was, in fact, damaged. But there was never any commitment, verbal or otherwise, for us to provide assistance. I don't know whether you just made this up yourself or got it from someone else who made it up. But there was never any such commitment.
