If terrorism is a policy of a country, then war is justified. Right now the indication is to hit Saddam because he is weak enough and Muslim enough to warrent it. There is no indication that he has promoted terrorism.

I have to ask myself, Is that attack on Saddam, as much as I might think he is a violent worm of a guy, justified? Is is justified because he threatens me and my own? No. So why? His neighbors haven't indicated they want help. Why else? Did he destroy the World Trade Center? No. Is he likely to be the next Hitler, to make an attempt at world conquest? No, it doesn't seem at all like that. So what in the heck makes an unprovoked attack on Saddam Hussein justified?

It is not justified. To progress to the next step and make the unprovoked attack destroys the rule of law. What is left is the rule of the gun. This is not he 21st century that was promised to us, and we do not have to accept it.
