<<Lowering class size by one third and hiring x amount new teachers to fill the voids has given back some three to seven percent improvement in children's test scores. Some believing even those numbers to be overly stated.>>

First I believe countries like China, India and Vietnam spend on each student about 1/30th to 1/200th the cost of what we spend on one student here. Can we say their education is 1/10 or less of an American? Well I think their knowledge in math, science and English is quite good (I don't think their level is less than 60%-70% of kids here...)
Second we don't need to have all the kids here qualified to graduate from MIT, UCLA, Stanford or Berkeley in order to have a high standard of living for them and a strong nation. The problems in this country is that certain class like lawyers/paralegal/doctors are real parasites, politicians are B.S., corrupt and waste money. The Presidents make many blunders with wars and foreign aids to other regimes in Middle EAst..and then a welfare caste..and more..
Just my humble opinion!
Do we need a better class to reteach lawyers, doctors, politicans, and the disadvantaged to know what ethical standard is? Just like we need to teach little kids know how to read/write better?
