If you think that it's morally correct to act in preemption, then consider the following:

What if you are wrong in your assessment of a threat? What happened to the ideal that we let 99 guilty go free rather than find one innocent guilty?

If I can predict that children growing up in dysfunctional homes have a 90% chance of committing crimes as adults, do we jail them in preemption when they grow up?

If America was not a military hyperpower, and say China was the sole hyperpower on the planet, would you still subscribe to preemption?

When you act in preemption, it's always best to make sure you aren't, in fact, sticking a loaded pistol in your mouth by your preemptive action.
