Kerry has spoken publicly about the need for the largest alliance. Kerry is not anti-war, he's anti "rush to war".

Kerry speaks privately about Bush's initial first steps being so suddenly aggressive they put off a lot of our allies to begin, so since then it's been a cloying kind of damage control going on so that we don't appear to be the aggressors but the calm, professional, measured and even-minded enforcers.

One thing you might realize is that waging a successful war is a high for the Bushies. Afghanistan went smoothly and their ratings soared. Maybe they didn't want to come down from that high, especially before a November election when things were looking dicey for them.

In effect perhaps Bush started the war move to take the Senate. If so that's the kind of cynicism people around the world recognize and dont like.
